Rhode Island Payroll Tax Registration

One BAR form registers you for withholding, unemployment insurance, TDI, and the Job Development Fund.
State income tax withholding
Withholding account (Business Application and Registration)
Rhode Island Division of Taxation
- You'll receive:
- A withholding account number and a PIN, sent by mail.
- Send Unify:
- Your RI withholding account number.
State unemployment insurance
Unemployment insurance account (same BAR registration)
Rhode Island Department of Labor and Training (DLT)
- You'll receive:
- An employer account number (typically 10 digits). New employers pay 1.21% in 2026 (1.00% plus the 0.21% Job Development Assessment) on the first $30,800 of each employee's wages.
- Send Unify:
- Your RI employer account number and your rate notice.
DLT sets the rates; the Division of Taxation collects the tax.

Temporary Disability and Caregiver Insurance (TDI/TCI)
Rhode Island Department of Labor and Training (DLT)
- You'll receive:
- Nothing separate; TDI rides on your UI account. You withhold 1.1% from each employee's first $100,000 of wages in 2026 (up to $1,100). Employers pay no share.
- Send Unify:
- Nothing extra; TDI is covered by your UI account.

Job Development Fund
Rhode Island Department of Labor and Training (DLT)
- You'll receive:
- Nothing separate. The 0.21% Job Development Fund assessment is already part of your 1.21% new-employer UI rate.
- Send Unify:
- Nothing extra; it's included in your UI rate notice.
