Vermont's paid family and medical leave insurance is voluntary. There's no required employer registration or withholding.
State income tax withholding

- You'll receive:
- A Vermont withholding account number.
- Send Unify:
- Your withholding account number.
Other state program
Child Care Contribution
Vermont Department of Taxes
- You'll receive:
- No separate account. The 0.44% Child Care Contribution runs through your withholding account; you may withhold up to 0.11% of wages (a quarter of the contribution) from employees. It's reported quarterly on Form WHT-436.
- Send Unify:
- Nothing extra. It uses your withholding account.
State unemployment insurance
Unemployment insurance account (Employer e-Services)
Vermont Department of Labor (VDOL)
- You'll receive:
- A UI employer account number after staff review. The new-employer rate for most employers is 1% for the rate year starting July 1, 2026, on the first $15,400 of each employee's wages.
- Send Unify:
- Your UI employer account number and your rate notice.
Vermont UI accounts moved to a new Employer e-Services system, which requires a myVermont login.
